Those boots speak of a future of plastic go-go boots and generalized grooviness. The entire outfit is a bit peculiar, but it wouldn't have looked odd to someone who saw it in, say, 1958. It would have been different, but they'd have context. If someone wore that down the street today you'd think "Oh, she's into vintage. One of those."
