23rd st. For a few years this was the hoity-toity shopping district - all the chic department stores were here. When the Stern store went up in 1893, it was the end of the old Ladies Mile, the post- Civil War shopping district to the south. In 1893 23rd had a cachet as a fashionable place to live, but retail changed all that . . . then retail moved north again, and again, and again. Now this area is full of offices and showrooms, with the old department stores occupied by toy manufacturers.
