Oh wait: here's their website, which says "Since 1957, Party Line has served thousands of BW Radio listeners who have sought something or disposed of personal property they no longer needed." Then there's this:

Over the years, there's just a few unwritten rules. If you enjoy surfing the internet, search other radio station websites. For radio buy, sell, and trade programs, Party Line may be the least restrictive.

I'm not sure what that means.
