That's WFMJ, 1390 on your AM Dial. It's WNIO now. The old name came from the station's owner, William F. Maag - also the publisher of the local rag, the Youngstown Vindicator.

I've no idea if this was an attempt to capture the look of the station's new facility, or just a general idea of what a new radio station might look like.
